Advancing Accessible Housing in Oregon

Community Vision has been at the forefront of a growing movement to make Oregon’s housing more accessible for people with disabilities.
SB 444: Oregon Housing Accessibility Act
A key moment in our work to increase access to accessible housing came in March this year. We gathered with self-advocates, families, service providers, and allies on the steps of the Oregon State Capitol. The rally brought together dozens of passionate voices calling for stronger accessibility standards and made it clear to legislators that this issue cannot be ignored.
At the heart of our advocacy was Senate Bill 444, the Oregon Housing Accessibility Act, which aimed to increase the number of accessible homes built across the state. In partnership with Disability Rights Oregon and the Oregon Council on Developmental Disabilities, we gained the support of more than 30 organizations—including Housing Oregon, the Oregon Housing Alliance, Home Forward, and Northwest Housing Alternatives—working to pass this critical legislation.
SB 444 passed the Oregon Senate with bipartisan support but did not receive a vote in the House before the session ended. While the bill didn’t cross the finish line this year, it sparked meaningful conversations and built strong momentum. Several legislators have already expressed interest in reintroducing the bill in 2026, and our coalition is more committed than ever to seeing it through.
Beyond the Bill: Broader Housing Advocacy
Community Vision’s work to advance housing equity extends beyond the legislative process. In the past six months, we have:
- Contributed to the Oregon Housing Needs Analysis rule making committee, ensuring that the voices of people with disabilities are included in statewide housing planning.
- Researched disability-related policies at Oregon Housing and Community Services (OHCS) to identify gaps and opportunities for improvement.
- Supported the Fair Housing Council of Oregon’s efforts to address housing discrimination against people with intellectual and developmental disabilities.
This work is part of a long-term strategy to embed disability equity into every level of Oregon’s housing system.

As we prepare for the 2026 legislative session, Community Vision remains focused on advancing policies that reflect the real needs of people with disabilities. We’ll continue to collaborate with our partners, elevate lived experiences, and advocate for a future where everyone has access to a safe, accessible place to call home.
