Asset Programs Manager. Community Vision, Inc. is seeking an, primarily responsible for the operational success of three programs: Homeownership Independence Project, Future Assets for Independence (IDA), and the Oregon Accessibility Loan Fund. The goal of these programs is to assist people with developmental disabilities to gain personal and financial independence.
Primary Tasks and Responsibilities:
- Coordinate the homeownership, IDA, and accessible loan programs for Community Vision consistent with all applicable guidelines and regulations.
- Conduct outreach and recruit eligible participants for asset building programs.
- Become familiar with CVI’s rehab/repair, micro-enterprise training, adaptive technology and homeownership programs, and assist participants to enroll in and withdraw funds from Individual Development Accounts (IDAs), as well as provide assistance in other aspects of IDA program directly to participants, their advocates, and CVI staff as required
- Assist potential applicants during application process and verify all information provided.
- Establish goals with each participant and monitor progress throughout the completion of the program.
- Promote credit repair & homeownership.
- Educate the community about CVI Asset Building Programs and refer to appropriate resources as necessary.
- Plan, coordinate and facilitate presentations to various referring agencies.
- Prepare closing documents and attend closings as needed.
- Be familiar with Portland real estate and lending markets. Review and be knowledgeable with current and proposed HUD, loan industry and other regulations that affect the program participants.
- Assist participants in achieving concrete savings goals over a specific period of time. A combination of direct support, staff support and providing referrals to other partners is required.
- Attend trainings related to these programs, as necessary
- Other duties as assigned by Executive Director
Skills and Educational Requirements:
- Bachelor’s degree or equivalent , public or non-profit work experience in business administration, finance, real estate, low-income housing or social services with a preference for working in the low-income and disability community.
- Nationwide Mortgage Licensing System (NMLS) Certified preferred but not required
- Demonstrated success developing and evaluating program models, and selecting and
successfully operationalizing innovative programs.
- Excellent interpersonal, written and oral communications skills with exceptional attention to details.
- Ability to handle multiple tasks, working closely with lower-income families, funding agencies, community leaders and co-workers.
- Decisive and resourceful, self-motivated and able to handle sensitive confidential information as required.
- Able to work independently with minimal supervision.
- Proficiency in Excel, Word, PowerPoint, and other programs as necessary.

This is a .8 full-time position, equivalent to 32 hours per week. Local travel is necessary. All positions at Community Vision, Inc. are at will and subject to annual performance evaluations. Salary $35,000+ DOE. Competitive benefits package.
